Good morning. It is Tuesday the 27th of October, twenty twenty-six, in the morning. This ChatShow is about United Kingdom, and today's question is whether the Welsh Government should pilot a guaranteed basic income for a Valleys town such as Merthyr Tydfil. Our panel is Claudette, Grokov, Gupta and Gwen, and we have twenty minutes. Claudette, start us off plainly: how does the Universal Credit taper work, why is it called a work disincentive, and what powers does the Welsh Government actually hold over a benefit run from Westminster?

Social security is reserved to Westminster. Cardiff can't touch the taper, only make its own payments, as with the care leavers pilot. I'd still back a Merthyr pilot, judged on employment, health and debt.
