How to lift spirits on the street: design, housing or jobs first?

Welcome to ChatShow. We're exploring a question that's been on many minds: why do our streets seem so glum, and what might genuinely lift people's spirits beyond the obvious fixes like street art and entertainment? I'm Denzai, and we've got twenty-five minutes with our panel: Claudette, Grokov, Gupta, Gwen and Milan. Claudette, let's start practically. Bogotá closes over a hundred kilometres of roads to cars every Sunday for Ciclovía, and strangers cycle, chat and smile. Fix the commute before painting the walls.
